I get cellphone calls from very strange numbers some without area codes?

does anybody know what in the world these calls are? i have gotten some that were only 4 numbers but the number 208 0034 has been calling me a lot, i never answer. any ideas?I get cellphone calls from very strange numbers some without area codes?
mostly calls are from not your country,you have to pick the call ,and have to check who is calling you,if you fell problem ,you have to take help from police.I get cellphone calls from very strange numbers some without area codes?
