ZIP codes are arranged geographically, starting with 0- ZIPs in the Northeast and proceeding down the East coast then back up the states between the Mississippi and the Appalachians then back down the central states, up through the Mountain states and up the west coast. The idea about ZIP codes is that you should be able to tell fairly easily about where in the country the place is.

For ZIP codes, the first digit designates a broad geographical area of the United States, ranging from zero for the Northeast to nine for the far West. The next two digits come from designations of large population concentrations within the regions and the final two digits designate small post offices or postal zones in larger zoned cities.
Area codes were created in 1947 and assigned to areas that were delineated based on their relative population. The actual numbers assigned were based (more or less) on the relative ease of dialing the number on a rotary dial phone. "Important" places got easy, quick numbers.

The answer about Area codes is correct, but the reason actually has a practical purpose as well. The switched used to be rotary as well. When a highly populated area had its number assigned (not necessarily) important it was based on the wear expected on the mechanical switch.
