In The USA, why are there no telephone area codes beginning with the numeral "1"?

Also, why are there no phone numbers beginning with the numeral "1"? It seems strange, that with many parts of the country running out of phone numbers, the numeral "1" has not been brought into play.

special numbers like emergency and social services
