From mobile press +353 then drop the 0 and type then just the rest of the number so should be
+353 87 1234567

You need the Irish international code 00 353 followed by the rest of the mobile number, but omitting the first 0 of 087, 086 etc.
It doesn't work in reverse. For UK, from Ireland, we have to dial 0044 plus the rest of the number including area code, but to ring Belfast or any other part of N. Ireland from Irish Republic, we have a special code 048. But phoning N. Ireland from UK is 028.

yes. Belfast is in the UK, so has Uk dialling codes. Dublin being in ROI, you would need to put in the international dialing code 00353 then 8 (3,5,6,or 7)
