Is there some kind of listing that cell phones are given with a 253 area code that is not in Washington?

I have been given a number before from someone online that was odd because this person was supposed to be in New Mexico but the area code was for Washington. Just the other day I got a call from I suspect someone else I had been talking to. This person was supposed to be in Texas. Area code 253. Is there something different with cell phones and area codes or is it all the same?Is there some kind of listing that cell phones are given with a 253 area code that is not in Washington?
A couple of things could be happening.

1. You're being lied to.

2. These people used to live in Washington and kept their cell phone numbers. This would especially be true if they are in the military, because 253 is the area code that our big army/air force base is in. Area codes don't seem to matter with cell phones, so many people keep them when they move. I have some friends whose cell phones are California area codes even though they've lived in Washington for years.
