Why U.S. telephone area codes are not in geographical order?

I am wondering why U.S. telephone area codes are not in geographical order. for eg: 213 is in California, 214 is in Texas, 215 is in Pennsylvania. I know some codes are created recently after the old ones ran out of numbers. But still as a whole the whole number system is not in any chronological order (geography). The national highway system is in longitude/latitude order thoughWhy U.S. telephone area codes are not in geographical order?
geographical growth wasn't phycicly figured out when the sytem was devised....

if you think the highways are in any sort of order, (not just odds go north and south and evens go east and west), how about US1 being right next to I95 but I76 is out west?
